A health organization at our institution wants to contract with PHS-HRSA as a
National Health Service Corps consultant.  HRSA uses a management company (MAC)
for this program.  MAC's contracts have a number of non-standard terms in them
(certainly non-standard when it comes to federal flow-thru funds).   So far,
they have been unwilling to negotiate.

Has anyone negotiated an acceptable contract with MAC?  If so, what's the
secret?
