Based on the "Justify all funds requested for administration" statement,
I don't think that any of the 15% max allowable request for
administrative purposes can be used as F&A costs. My take is that if you
can identify individual costs for the administration of the project they
are then by definition direct costs.
The "in lieu of indirect costs" language has me leaning this way too.
I'm interested to hear what others think.
