CFDA is Catalogue of Federal Domestic Assistance.
Federal contracts, by PL-95-224, are Procurement, not Assistance, so no
CFDA #.  Somehow, I am sure you can persuade your auditors that contracts
do not have CFDA 3's -- it took less than three years for us to tesch our
state auditors that!
A Grant from USAID or some other State Department activities if for
FOREIGN, NOT DOMESTIC assistance (even if given to us, the assisted party
us a foreign nation, organization, etc.) and so has no CFDA #.  Took a
little longer to get that concept over to the audit teams.
