Susan-
We are not likely to cost share if there is no mandate in project guidlines.
The decision can be made by the person with budget control over the
identified source.  If the PI and/or chair want it to come from "an even
higher authority" they need a written waiver request.

This is one of the biggest time sinks - figuring out cost sharing,
especially when the project is shared among departments/programs and even
across institutional lines....

Let me know if there's a magic bullet.  I'll shoot!
