Stuart -

If you allocate part of indirect cost revenues as a reserve for
disallowance's, isn't a shortfall created elsewhere?  As an A-122
institution, I know contingency provisions with the exception of
self-insurance reserves, pension funds, and reserves for normal
severance pay are unallowable.  From our perspective, unallowable
expenditures would be paid from institutional resources independent
from indirect recovery generated from federal support.
