I am posting the following invitation from our VP for Research.  Please
distribute to interested parties at your institutions.

Dear Colleague:

On May 3-5, 1999 the University of New Hampshire (UNH) is hosting the
first annual "Non-Lethal Technology Academic Research (NTAR)
Symposium" to be held at the Quantico Marine Corps Base in Quantico,
VA. The symposium is co-sponsored by the U.S. DoD's Joint Non-Lethal
Weapons Directorate and the U.S. DoJ's National Institute of
Justice.

The field of non-lethal weapons technology is an emerging one and this
symposium represents a UNIQUE opportunity for attendees to: 1) learn
more about the field, 2) identify potential areas of basic and applied
research, and 3) HELP SHAPE FUTURE FUNDING DIRECTIONS. (The URL for
the Symposium's website is below.) Government funding representatives
and industry R&D officials will be in attendance.

Please note that the sponsors are looking for fresh ideas and fresh
faces from a broad range of the physical, social, life and medical
sciences, as well as engineering. To attend, IT IS NOT NECESSARY TO
HAVE WORKED IN THIS AREA BEFORE. In fact, not many have.

The draft agenda available at the following URL outlines some broad
topical areas. Subareas would include (but are not limited to):

 + research into social/ethical implications;

 + modeling/simulation efforts;

 + work in various "disabling" mechanisms - physical entrapment
 devices, vehicle disabling devices, area and/or facilities denial,
 etc;

 + new "smart" delivery mechanisms.

 In short, THE SPONSORS ARE VERY INTERESTED IN ENGAGING A WIDE SPECTRUM
 OF ACADEMIC RESEARCHERS.

 There will be a poster session and there is an opportunity to submit
 briefing papers for several plenary sessions.

 There is NO registration fee for the symposium, but all expenses must
 be borne by the attendees.
