Invoice for expenditures made?  That's a cost reimbursement agreement,
rather than a gift.  But I'd waive F&A, I suspect.  DON'T FORWARD THIS TO
HER-- it's my thinking for you to understand it, and I'm not sure you
passed on all the relevant info.
