I don't believe it is an allowable cost.  We recommend
the PI increase the student's salary/stipend so the student
can afford to pay it themselves.

Would anyone care to discuss handling medical insurance charges to
grants for students working on those grants?  Does your institution have
a specific policy for this?

Background:
1.  The University offers medical insurance to all students at their own
expense.
2.  There is nothing unusual about the work performed under the grant
that requires medical insurance.
3.  The University doesn't offer a similar benefit to students not working
on grants.
4.  The expense is budgeted and is an allowable charge to the grant.
5.  The University doesn't have a policy addressing this issue.

Is this compensation to the student and, as such, taxable as income to
the student?
