Okay, if you're looking at the gift vs. grant question, I can tell you what the policy was in my days at the University of Virginia. Let's take the example of an award from the Ford Foundation. If that award contained any requirements for reporting (other than the "we'd like to know in broad terms what you did with the money), required the University to "do something" (e.g., provide data, technical reports) or required the return of unexpended funds, then it was a grant and not a gift.
