We had similar problems in the past and have developed a policy which
has been approved by the institution and the foundation's board of
directors. (Basically, our policy is a melding of similar policies
from about a dozen other universities--you are certainly free to use it
as is or modify it for your needs.) It can be found at
<http://www.cofc.edu/~orga/>. Click on "Policies and Procedures,"
"Official Policies and Procedures " and then on "Policy on Receipt and
Administration of External Funds: Defining Sponsored Projects and
