In Fastlane, you may enter the subcontractor budget pages by going to the budget section and adding the institution.  Once the institution has been added, you select that institution.  The process now works just as it does when you enter your own institution budget.  The only word of warning, you will need to enter subcontractor PI's in the non-co-PI senior personnel category in order to select them as PI's on the subcontractor budget.

You may also give your proposal a PIN and have the subcontractors enter their own budgets.
