Yes, you can enter your sub budgets by going to the budget
section and adding the subcontractor's institution.  You'll be asked
to assign a subcontractor PI by selecting from the list of Co-PIs or
senior personnel....which means that if you have not entered your
Co-PI or Senior Personnel info, you won't have a list to select
from...so do that before you generate the sub budgets.

The only thing about the subcontract budgets is that you have to
manually enter the sum total of the subs for each year on the
subawards line (G5) of of the prime budget...this data is not
automatically populated from the subcontract budgets.
