NIH K-Award (Independent Scientist Award)

I am looking for clarification on the salary cap for the K02 awards
through the NIMH (specifically)....please help if you can...
Under allowable costs listed in the program announcement, NIH
states that they will provide salary and fringe benefits for the K
recipient. The NIMH limits the amount to 75% of the institutional
base salary up to $90,000 (other institutes may do the same as
well...) Does that figure include the fringe benefits? Our guy's
base salary is >$90,000, so do I cap it at $90K and add the fringe
or back the fringe out from the cap?
Gotta love this stuff...Thanks in advance for any insight you can
provide.
