Sally,

South Carolina had a very regressive review process for the past few
years, but we finally got some legislative relief this year.  (In
addition to a joint legislative committee having to review all non
research proposals, the state also took all the IDCs on non-research
projects.)  Effective this year, the legislative committee was
disbanned.  There is still a review of sorts, but not nearly as "heavy
handed" as it used to be.  And we now have to remit the IDC only on
projects that are over $200,000 per year.

Univ. of SC did a quick survey years ago about what other states had
this kind of review--as I recall, there weren't any others at the time,
and there were few that took a share of the IDC.

I will be happy to talk with you about this--give me a call.  In the
meantime, you folks need to fight like crazy to exempt higher ed from
this process.  It will simply create unbelievable paperwork, will be a
big disincentive and grumbling point for faculty (rightfully so), and
will basically make your state less competitive in the national arena
because of missed deadlines.  Also, there may be some issues of academic
freedom here if the legislature is given authority to reject a project.
