Our CAS committee is currently grappling with a specific definition of
"major projects/programs" and a handy set of criteria to use in determining
which of our current & future activities will qualify as such.  If anyone
out there feels they have achieved a good grasp of the issue and would be
willing to share their criteria, I would certainly appreciate hearing from
you.
