In my conversations with Carolyn Miller, she said they don't open the cover
sheets the minute they arrive.  Processing them immediately is not their
top priority.  So there would be a lag time between receipt and data
display.  I sent her a note suggesting it might help if they at least
extended the deadline from 5 days to 10 days.  Then at least people would
feel they could "trust" the mail to get it there in time.
