We have had only a few instances when we had to deal with this. At our
institution, animal care approval must be in place before the proposal is
allowed to be submitted. IRB approval can be pending. We left the Fastlane
version of the coverpage blank in that space. The cover page that was sent in
with signed certification page, we hand-wrote in "pending". In the project
description under some appropriate section (methods, or some such), mention was
made that IRB approval will be sought. So far, there hasn't been any comment
from NSF on them.

I don't deal with FastLane for our institution, except periferally with
respect to regulatory approvals for all proposals. I understand the
FastLane cover sheet asks for and only accepts a date for ACUC, IRB, IBC
approvals. The majority of projects have not yet obtained the approval when
the proposal is submitted to the sponsor...approval is pending. What are
you doing about that "slot" on the cover sheet that will only accept a date?
If you enter any old date, you have indicated it is approved (which it
isn't), and it apparently won't accept "pending" or such? Or has that been
changed?
