ASSISTANT DIRECTOR STATE AND PRIVATE CONTRACTS LOUISIANA STATE UNIVERSITY MEDICAL CENTER The Louisiana State University Medical Center invites applications for the Assistant Director of State and Private contracts position. Under the broad supervision of the Director of Sponsored Projects, the Assistant Director will have responsibility for sponsored projects administration in the areas of state, private and federal contracts and subcontracts. The incumbent will maintain a comprehensive current knowledge of all laws, rules, regulations and procedures which affect the acquisition of sponsored projects. The incumbent will be responsible for supervising, One- Accountant II and One- Accountant III. Specific duties will include, but are not limited to, the following: * Supervises the preparation of billings and financial reports for all state, private, and federal contracts and subcontracts, ensuring compliance with agency and contract requirements. * Supervises the Accounts Receivable System for Sponsored Projects, ensuring that invoices are paid in a timely manner and initiates any necessary corrective action. * Supervises the cash management system for Sponsored Projects, ensuring that cash receipts are logged and posted in an accurate and timely manor. * Communicates with contracting agencies and Business Managers to resolve contract interpretations and billing disputes. * Provides management with reports regarding the status of billings and accounts receivable. * Coordinates the audit process and dissemination of information to internal and external auditors. * Recommends and participates in the development of new accounting procedures with respect to contract administration. * Participates in the writing of manuals relating to Grants and Contracts Administration. * Assists in the preparation of the cost studies for the establishment of indirect cost rates for the recovery of all applicable costs from federal, state and private grants and contracts. * Reviews state, private, and federal contract and subcontract applications for budgetary accuracy, compliance with applicable regulations and compliance with LSUMC policy. * Monitors accounts to ensure that contracts and amendments are fully executed. * Assist in the negotiation of indirect cost rates with the state agencies. * Prepare applicable reports and estimates for funding state and private contracts. * Provide technical assistance and direction to academic units to insure compliance with applicable cost principles and other requirements of granting agencies. * Additional duties assigned by the Director of Sponsored Projects. QUALIFICATION REQUIREMENTS Required: Bachelor's Degree in Business Administration, Accounting, Finance, Public Administration, Public Health, a Basic Health Science or closely related field plus not less than three years of progressively more responsible experience involving grant or contract financial administration. At least one year of experience in a managerial or supervisory position. Demonstrate proficiency and knowledge of personal computers. Excellent interpersonal skills, a proven ability to exercise independent judgment. Strong oral and written communication skills and the ability to work under pressure to meet deadlines. Desired: Master's Degree in Business Administration, Accounting, Finance, Public Administration, Public Health, Basic Health Science or closely related field. Financial administrative experience in an academic health center. The starting salary range is $35,000 to $45,000, dependent on experience.
