We process a number of grants each year which originate from our Board of Regent's Office.  They are competitive and administered as a regular grant program would be, but you could argue that they're also internal since we're all part of the University system.
We do not charge indirects on these grants but do insist that they go through our normal approval process on campus before being submitted.  The projects involve all the elements which justify the approval process for any grant proposal -- compliance and cost-sharing issues, reassignment time and issues of faculty load etc. etc. -- and, for that reason, I argue that it is essential that they are reviewed.
As a bonus, a consistent policy cuts down on those inevitable 'mistakes in judgment' that can occur at 5 p.m. on the day an unapproved proposal is due.
