As part of the process prior to the assignment of a cost center/project
number for expenditure reporting, verification that all appropriate
assurances have been secured should be in place.  An internal routing
sheet should be completed for all projects, regardless of funding
origin or whether or not the application was processed by the sponsored
programs office.  A copy of the application should also be provided to
the sponsored programs office.  If funding becomes available, the
regulatory status of the project can be determined and a cost center
can be assigned as appropriate.
