I'm not sure I understand the situation, but at our institution,  only external funds come through the research administration office for submission.  We don't count internal redistributions of funds as "grants"--even if the origin of the funds IS a grant (e.g., ACS and NIH institutional grants are redistributed internally through a departmental review process).
