Our institution has submitted proposals both as the prime and now for the
first time as a sub. I have some questions about the way subcontracts are
handled through FASTLANE.
First, our institutional approval was not required (via FASTLANE button
submissions) for submission of the subcontract proposal by the prime. This
wasn't an issue for me in this case because I was aware of the proposal and
working with the p.i. However, in the absence of an institutional button
signoff, the prime can submit the proposal without assurance that the subs
have been reviewed at the institutional level. The signed budgets (and in
some cases, cover pages) are the only -- post submission -- documentation
the prime has that the proposal has been reviewed by the sub.
Second, I had suspected that the proposal would not not appear on our
institutional list, since we were not the prime, but not that the only way
we could to access the proposal would be to have the p.i. from our
institution log on (or log on as the p.i.) and print the needed pages.
Has anyone else had similar experiences and how are you handling them?
