Sally et al., is the recent announcement perhaps the opening of the competition that Congress directed FIPSE to hold on the 14 "subject areas" in the recent legislation? As I understood the Chronicle article, FIPSE is mandated to hold the competition prescribed by Congress and thus cancelled their Comprehensive Program in order to have sufficient funds to carry out Congress's directive.
