Thank you for your reply. Did you send any documentation to
NSF regarding the institution-to-institution transfer? I was thinking
that if the institution-to-institution transfer was documented at both
institutions, we wouldn't need to send anything to NSF since they
don't seem to want to be involved.

Ruth--We've had it go both ways. Once, when we transferred a grant to
another institution, we had excess funds when all charges cleared. We
just cut a check and sent them on to the new institution. In another
case, we were the recipient of the transfer. About a year after the
transfer, the original institution realized that they had significantly
overexpended and wanted to know if we could return any of the money.
Unfortunately, by then, all the funds were gone. Had the original
institution requested sooner, we may have been able to help them out,
but I certainly would have confered with the PI first to be sure that
he/she had not committed those "extra" funds elsewhere. It is true that
NSF does not want to be involved after the official transfer is
completed, but they will accept direct institution-to-institution
corrections to zero out budgets. Barbara
