The Children's Research Institute (DC)  policy provides that all personnel
receive annual adjustments according to the percentage increase
established for the FY by Executive Management.  The source of the
salary support is immaterial, and therefore the budgeted increase is not
relevant to the process.  In preparing the budget, increases for
individuals supported on a grant are factored in date specific to the
individual's anniversary or anticipated date of hire.

I would think the federal funding agency would take a dim view of a
practice that provided a higher percentage increase for staff based
solely on the fact that the position was supported with federal funds.
