Generally, institutional raise policies apply across-the-board.  If we get a whopping 2% raise for folks on state $, it also applies to folks on grant funds.  This usually causes a stir among grant-funded folks, when the feds are allowing huge 3 or 4% increases . . . however, we never hear any complaints when the feds CUT grants and folks still get the raises (if we have any!!).
