The IRB list has a web site
http://www.mcw.edu/mcwirb/index.html
from which you may request membership, make posts, etc.
The site also includes a large number of links to other sites of
interest to those concerned with human subject ethics.
As for the history aspect, a trip to the library would seem to
be in order. Look for R. Levine, J. Jones, E.C. Kimmel, C. Levy,
P.D. Reynolds, R. Rosenthal, J. Sieber, R.R. Faden, N. Hershey,
and a host of others.
In addition, OPRR (NIH) publishes a guidebook for Institutional
Review Boards (Protecting Human Research Subjects). This has a
brief history of the human subjects protection system and
suggestions for further reading.
