Yes, our State offices review our subcontracts and this delays the
process. Please share your strategy and results.

It is becoming very difficult to process many of our subcontracts (in a
reasonable amount of time) due to our state's onerous subcontract review
process.  Thus, we're trying to get a good cross section of replies from
any of you who would care to comment describing how complicated (or simple)
it is for you to execute subcontracts.  Please identify your
institutions so that I can classify as public/private and  from what
state?  If  you are hesitant  to post this publicly, please feel free to
contact me separately & I'll attempt to summarize for all the others who
might be interested (preserving confidentiality, of course).  As always, I
appreciate the willingness of this list serve to help each other out.
