The only time we direct charge or cost-share for facilities is
when the university has established (and actually charges) a
usage fee. For example using the Auditorium entails having
special personnel on hand to assist with the lights, sound
system etc. Use of the pool outside of established times
requires that a life guard be on-duty. These necessary people
(usually students) are paid from the usage fees. The use of
these facilities does not fall into the indirect cost category
since these charges are clearly assignable to the specific
project. Obviously we try to direct charge these where
possible, because these are "real" costs and must be borne by
some cost center if we use the facilities as part of the
cost-share.
We have a usage fee for classrooms etc that we charge outside
groups. Theoretically, this covers the light bill, building
depreciation, janitorial service etc.; all things normally
included in indirect costs, so we do not direct charge or use
these fees as cost-sharing.
When idcs are limited to less than our full rate then we claim
the differential as cost-sharing (if the program requires
cost-sharing). US Dept Ed doesn't normally alow this, but we
always ask and they usually say "no" (their regs say "unless
approved by the Secretary"). There isn't any penalty for
asking.
