Franci, given the information you've shared, I would probably list it in the
cost-share column.  But, opnce again, this would be one of the questions I'd be
likely to ask the state Ike contact.  In Wisconsin, that's a relatively
reasonable person--who knows who does that job in Vermont?  But he probably
wouldn't know the answer to this one, would leave it up to me, I'd include it
and perhaps have difficulty explaining it to the state auditors next year.
Worth the risk, to my mind.
