I'm glad we cleared that up! Seriously, what is your reaction to the
following policy:
Temporary employees may not carry an unused annual leave balance beyond
the aniversary date of their employment.
Since we have temporary employees who are not grant-funded, this gets
around the consistency issue because it treats this class of employee
uniformily redgardless of who pays their salary. Furthermore, since it
is applied to all employees in this class, it doesn't discriminate
against the Federal goverment(unless they plead what we lawyers call
"adverse impact" discrimination).
