At VCU we looked at this solution and discarded it, because it would
preclude individuals from moving between "state" positions and "grant"
positions.  First, it would create difficult employee relations, and
second, if we instituted it and someone took us to task over it, we feared
we'd get an uncomfortably broad interpretation that all the same state
personnel regulations and practiuces apply to both types of employees.
