At the University of Illinois at Urbana-Champaign, departments normally require
people funded from soft money to use or lose their vacation.  Some departments
are more aggresive than others.  For sick,  there is a "termination benefits"
in fringe on salary.  This is used for payouts.  No unused leave is charged
directly to grant, though.
