We have an institution-wide policy that every employee, whether
funded by grants or not, may accrue up to the limit of 150% of their
annual paid vacation leave -- use it or lose it. A procedure is in
place for granting temporary exceptions if there are special
circumstances -- time off for baby, round-the-world cruise, etc.
I think you might have a consistency problem if you require
grant-funded individuals to live under a different system than other
employees, unless grant-funded folks have different employers.
CAS-gurus may wish to respond further on that subject.

We are considering establishing a University policy requiring all
employees funded through grants to use, or lose their annual leave by
the end of each grant year. State-funded employees may be paid for
up
to 300 hours of accrued annual leave when they terminate their
employment. At the present time annual leave is not factored into
our
fringe calculation. Does anyone have a policy like this at their
institution? Thanks.
