Kathi Delehoy and I would like to share with our colleagues a new proposal
approval system we've been using at CSU since January. Here's a brief
description:
Colorado State University has developed a web-based Proposal Approval and
Support System (PASS) that provides one central location to collect
information about planned proposals being submitted to outside
sponsors/donors by Sponsored Programs (SP) and by University Advancement
(UA), with the exception of requests to individual donors. PASS allows SP
administrators and UA development directors to coordinate University
fundraising efforts by contacting faculty early in the proposal process to
offer assistance and avoid last minute submission problems. It includes a
variety of user-friendly reporting capabilities available to the campus
community. PASS also provides a mechanism to obtain approval to propose to
"Managed Sponsors", which are a select group of sponsors with whom UA has a
special relationship or strategy for approaching. Other benefits of the
PASS system include:
* verifies researcher's eligibility to serve as a principal
investigator
* provides online status of proposal, including date sent by SP
* facilitates planning for handling of heavy proposal deadlines
* identifies SP administrator assigned to the proposal
* feeds information to the SP database, avoiding duplicative data
entry
* models Federal agency plans for electronic proposal preparation and
submission
