Or some other acceptable source of funds found to pay for the salary
increase if the grant doesn't have enough money (e.g., cost-sharing),
but, yes, the salary plan must be handled consistently across the
organization, regardless of the source of funds.

...My hunch is that this falls under the rule that grant-funded
employees must be treated consistently with the organiztion's
policies for all employees, and that the market increase should be
"squeezed out" of the grant budget somehow. Is
this correct?
