NASA also has a maximum consultant rate not to exceed the Level IV of the
Executive Schedule, exclusive of expenses & indirect costs which I believe
coincides to the NSF rate. It can be found in 1260.25 "Allowable Costs" in
the NASA Grant Handbook. I am not aware of any rate ceilings established
in A-110 or A-21.

Dear Fellow Research Administrators,
I need help in answering this question that has come to our office.
Is there a maximum amount a grantee institution may not exceed when
paying a consultant from a federal grant? I am aware of the limit
set by NSF currently at $453 per day. But I have been unable to find any
reference in either OMB A-110, A-21 or other ciculars as to any limit a
grantee organization may place on pay to a consultant, other than it be
reasonable in relation to the services provided. If such a prohibition
exists, please let me know.
