A bit late but I'll add to the responses:  Our committees have their
own forms to describe protocols, etc.  We attach consents, drug info,
etc., where appropriate.  The complete grant application is not
forwarded to anyone on the committee.

For those of you who operate IRBs, IACUCs and IBCs--If your
committees
operate like ours, at least one committee member receives a copy of
the
complete proposal before the meeting.  Do you remove the
budget--especially salary info?
