Instead of regularly using the searchable interface to the Federal
Register, I find it easiest to scan the daily issue's table of contents
(at http://www.access.gpo.gov/su_docs/fedreg/frcont98.html) by using the
"Find" command within the browser (in this case, Netscape).  For
example, all occurrences of "Grants; availability" are easily found this
way, and you don't have to worry about the accuracy of your search
terms.  I save the search function for finding something specific.
