Dear RESADM-L listserv members,

I have one of those questions that I am embarrassed to admit that I don't
know
the answer to, but I know this list reaches such a small group of a only a
few
thousand and that you are all such understanding colleagues, so I'll ask it
anyway:

A-110 (see 14.25(f)) allows transfers among direct cost categories not to
exceed 10 percent of the total project budget for that funding period, but
the
PHS Grants Policy Statement indicates that the 10 percent limit is waived
for
state and local governments and federally recognized Indian tribes.
Elsewhere
(page 8-7, item 1h) the GPS indicates that "significant rebudgeting occurs
when
the cumulative amount of transfers among direct cost categories for the
current
budget period exceeds 25 percent of the total amount awarded, or $250,000,
whichever is less."

Our regional non-profit hospital is fiscal agent to a HRSA grant
(non-research). Which limit are we required to adhere to regarding
rebudgeting
and prior approvals? My hunch is the 10 percent.
