To anyone who has experience with Fulbright-Hays Faculty Research Abroad Grants:

We have received a Fulbright-Hays Faculty Research Abroad Grant from the U.S.
Dept. of Education.  The Principal Investigator is a new faculty member who
submitted the proposal from another University.  U.S. Dept. of Ed. has funded
the project and sent the grant award to LSU.  The grant budget includes 12
months of salary for the PI, but no fringe benefits.  LSU does not approve
waivers of fringe benefits unless they are specifically disallowed by the
program guidelines.  We reviewed the grant regulations/guidelines, but did not
see where fringe benefits were disallowed.

We asked the Authorizing Official listed on the award to cite the reference,
or  fax a copy of the guidelines which indicate fringe benefits cannot be
charged to the grant.  The response was that there is no specific reference in
the program regulations, but that the "method of computing the monthly stipend
suggests the program policy of not paying fringe benefits under the
Fulbright-Hays Faculty Research Abroad Program".

It is unusual to see a federal agency disallow fringe benefits.  Does anyone
have any experience with this particular program and the benefits issue?
