SP Structure Survey Results Diane Austin 10 Sep 1998 10:51 EST
Thanks to those of you who responded regarding the structure of your sponsored programs office. Of the 1,021 people who received my request, only 7 (including myself) responded (a bit disappointing). I have attached a document (in Excel) to this email for those of you who want the details. For others, here is a summary:
- Of the 7 responses, 4 were universities, 2 were research institutions, and 1 was a hospital.
- 3 institutions have combined pre- and post-award departments, and a separate accounting department; 1 organization has all 3 functions combined; 1 has post-award and accounting together, but pre-award separate; 1 has all three functions separate; 1 is split based on monetary vs. non-monetary issues. 3 mentioned that the IRB is part of their SP structure.
- In regard to who has overall responsibility, 1 institution has one director (or some other title) who oversees all functions (pre-, post-, & accounting); 2 have one director with overall responsibility for pre- and post-award; 3 have separate directors for each of the areas; 1 didn't respond specifically to the question.
- The drawbacks for those that were split in some manner included lack of communication, difficulty cross-training, problems with seeing "the big picture", problems with being disjointed, and general frustrations centered around not knowing who is responsible for what. Those whose areas were completely combined did not note any problems.
- The benefits for those that were split included staff with in-depth expertise in their specific areas and a system of checks and balances between the various areas. The benefits for those that were combined included a better review of the budget before proposal goes out resulting in less problems when the award arrives, benefits related to being exposed to all areas and handling proposals cradle to grave, investigators able to come to one place to get questions answered, and benefits of being on the same team and having the same goals.
