It is important to remember that while stipend "supplementation" may not
derive from Federal funds, "compensation" to the fellow may be Federal AND
may derive from a grant (e.g. PHS) with a huge list of "ifs" following.

In short, supplementation must be non-Federal support of activities related
to the training program and compensation can be from any source and should
support WORK unrelated to the training program.

Example:
Fellow training in cardiology at 75% time may take a job as an employee
washing glassware in a neuroscience lab and be paid off a federal grant for
25% time.
