Both the Office of Research and Project Administration and Administrative Computing Services are committed to strengthening and facilitating the research processes via its partnership in the development of electronic research administration systems. About the Position: The incumbent supports and coordinates database development for the management of sponsored research grants and electronic proposal submission at the University of Rochester. A primary focus is the analysis, implementation, support and enhancement of UR-Coeus, a Powerbuilder application licensed from Massachusetts Institute of Technology (MIT). Provides overall program management for the electronic proposal submission system. With assistance from the University's Administrative Computing Services (ACS) and outside consultants, the incumbent provides primary technical guidance to the University of Rochester's Office of Research and Project Administration (ORPA) for optimal system implementation, including use of electronic data interchange (EDI), web interface, digital signatures and security. This position has high visibility in the University community, interfaces with numerous clients and offices and has high growth potential. Good communications and leadership skills are essential. The position is geographically located in ORPA with dual reporting to ACS and ORPA. Salary is competitive with an outstanding benefit package. Specific Responsibilities: Under general guidance from ORPA (Associate Director) and ACS (Manager) and with significant latitude for independent judgment and initiative: Analyze, install, test, and maintain application software in support of electronic proposal submission and grants management processing. Customize software to provide interface with other UR data bases, including human resources systems and financial systems. Assess needs and implement systems for electronic data interchange, web interface, security and digital signatures. Represent UR on technical and application issues with MIT and other licensee institutions. (45%) Provide data base design and application changes for customization and local enhancements. Work with ORPA's Manager of Information Systems as a team to develop application software enhancements necessary or desirable for University users. Provide ongoing user support with the assistance of ORPA staff. (15%) Verify integrity of delivered software and all local enhancements. Define test procedures and quality assurance criteria. (15%) Interface with the ACS Data Base Administrator and systems support staff to maintain data integrity and system availability. (10%) Consult with users and ORPA and ACS staff to assure appropriate use of application and to assess future needs. Participate in defining modifications to business procedures in support of application. (10%) Define internal procedures to assure recoverability and management of programs. Work with ACS to define and assure programming standards. Prepare user documentation and training manuals as necessary. (5%) Requirements: Minimum two years Powerbuilder and UNIX or NT experience required; experience with EDI and grants management processing preferred. Bachelor's degree in related discipline such as Computer Science, Business, Mathematics, Statistics, or Engineering. Three to four years of related experience or an equivalent combination of education and experience. Excellent oral and written communication skills and organizational skills.
