The recent interchange on academic freedom and administrative approval
(or lack) of research grants suggests that this may be a problem at some
schools.  I would appreciate input on the following scenario:
        A faculty member, who also holds an administrative title, wishes to
submit a research proposal.  The project is a human intervention at a
workplace, and is low risk.  The dean objects on the grounds of the
intervention selected and the location of the company and refuses to
sign the proposal.  When the faculty member points out the issue of
academic freedom, the response is that the dean will sign only if the
faculty member takes a leave of absence from all administrative duties.
        Any perspectives would be most appreciated.  Responses sent directly to
me will be summarized and be posted to the group as a whole without
identification of the sender.
