Volunteer time needs to be documented, preferably concurrently and with
both the volunteer and someone on staff who knows of the effort certifying
to it.  Valuation depends on the nature of the services:  a physician who
volunteers time to provide medical services should be valued at her usual
rate for these services, but if she washes dishes, her time should be
valued at that of a dish washer.  For many non-professional types of
services the minimum wage is assuredly defensible on audit.
