I read with interest the policy statement that was posted regarding the
financial management of service centers. It was very useful and related to a
process that I am looking at right now.  However, an additional aspect that
would be very useful is any policy/procedure statement regarding the process
for determining the establishment (need) or closure of a service center.  We
are looking to develop this type of procedure. If anyone has one in place
and/or would like to share their thoughts, I would appreciate that
information and would be willing to share the results of my efforts.
