I include unrecovered indirect costs as a contribution to the project
even if matching is not required.

In one case a State Agency told the CSU Chancellor's Office that they
were limiting IDC recovery on all projects because Cal Poly had
submitted a proposal in response to a specific RFP where IDC recovery
was capped at 10% TDC (there was no matching requirement).  We were able
to provide the Chancellor's office copies of the submitted proposal
budget which included an itemization of total budget costs including
full indirect and the statement that unrecovered indirect costs in the
amount of $(specific amount) were being contributed in support of the
project.  This documentation enabled the Chancellor's office to
successfully contest the 10% IDC recovery limit the Agency was
attempting to impose other projects.

PS We also state the amount of unrecovered IDC on the University
approval form.  It gives those interested an knowledge of what they are
giving up.
