IF forgone F&A is acceptable for cost sharing under sponsor regs, it is the
INSTITUTION's decision, not the P.I.'s, to use it that way. Don't forget
to cost share the F&A on any other (i.e., cash, because you have the exact
price in your accounting system) contribution you make, also, even
including the hardheaded P.I.'s contributed effort.
