</center>The University of Arkansas has a position available that will
serve as the Grants Officer for the Arkansas Agricultural Experiment
Station and the College of Agricultural, Food and Life
Sciences(AAES/CAFLS).  This position will report directly to the
Assistant Vice President for Finance and Administration for AAES/CAFLS.
Primary responsibilities include oversight of pre and post-award
activities for sponsored project grants and contracts and facilitating
involvement in sponsored programs for the AAES/CAFLS.  Duties include
budget review and budget preparation assistance to faculty, negotiations
with sponsors of contractual terms, interpretation and implementation of
sponsor and university regulations, liaison with sponsors,
troubleshooting problems on sponsored projects, subrecipient document
preparation and monitoring, and oversight of sponsored project
expenditures.

Qualifications:  A Masters degree with a strong background in business or
related field and three or more years experience in the field of higher
education research administration is preferred.  Knowledge of current
computer systems and software applications.  Strong managerial,
communications, interpersonal relations and organizational skills are
necessary.

Salary:  Salary will be based upon qualifications of the successful
candidate.  This position will be eligible for University of Arkansas

Subject: Y2K Assurances/Certifications

Federal sponsors such as NASA have contacted grantees to collect information
about Year 2000 (Y2K) compliance of research-related data systems.

We are beginning to receive requests from non-Federal sponsors who are asking
for statements ranging from assurances to certifications of Y2K compliance.

Since our grantee/contractor is the Research Foundation of SUNY, we can
comfortably answer that (at not insignificant expense) the central
administrative systems are about to be certifiable as Y2K compliant.
The Foundation has also adopted a Y2K compliance warranty clause that guarantees
that future products delivered under contracts will be compliant.

One suspects that the sponsor's interest in such compliance is less with the
administrative systems than with any systems that may be involved in the
research itself.

How are other campuses handling requests for such assurances/certifications?
Have any prepared general statements about what the institution has done, can do
or will do?
Have any instituted any formal or informal "audits" of data processing
equipment?
Any other procedures or policies?

Since you are from a Medical College this might be less applicable, but you

Besides the FAR 27.404 and 27.405, the DOE regulations on technical data
are found on their home page in the library of resources under their Other
Information section.  The pertinent numbers seem to be under the subpart
927.4 titled Technical Data and Copyrights.

I can tell you all, from experience...
The Eppley address is correct...but as a rule of thumb:
Never send applications to small foundations by overnight mail.  They do
not like it.

I have been out of town for several days.  As I was going through my
e-mails today, I was pleased to see that our always energetic,
enterprise contracting officer had replied to Anne Womack's message
concerning scholarships.  Unfortunately, he provided erroneous
information.

We do treat the NASA training grants as fellowships because no service
is required.  IRS reporting regulation for fellowship / scholarships are
very clear and are contained on page 23 of the 1998 Instructions for
Form 1099 ( www.irs.gov).  It states that " do not use form 1099-misc to
report ... fellowships.  ...fellowship payments are not required to be
reported by you to the IRS on any form "

Because this regulation seems counterintuitive, we also discussed it
directly with the service and our CPA firm.  Fellowship / Scholarships
are not reported because the institution has no way of knowing which
portion of the scholarship is taxable and which is not.  It does become
the student's responsibility to properly report the income that is
taxable.  However, we are not ducking the question by making the student
figure it out.  We are following specific IRS regulations in dealing
with a situation that we don't have all the information.  In other
words, the institution is not in a position to know how much of the
scholarship was spent on tuition, fees, books, supplies, and equipment
which are all tax free and other things like room and board which are
taxable.

Hope this clarifies the situation.  Of course, the big problem is
figuring out if something is truly a fellowship / scholarship or payment
for services performed.

Anne,

We pay stipend students without with-holding for taxes but send them an
IRS Form-1099 at the end of year.  With the frequent tax law changes the
answer to this question changes, depending on your interpretation of the
law.  I say no, because it is a scholarship and not "work for hire", but
others have different opinions.

We (Research Foundation) duck the question by making it the students
responsibility to figure out their personal tax situation.  That is one
function of higher education, letting people learn some personal
responsibility.

When in doubt.....punt.
